No one individual is responsible for human trafficking, but rather organized crime as a whole is. Although sex trafficking and all of its corresponding crimes such as rape, prostitution, etc. are illegal it is still able to grow rapidly due to widespread corruption.
Human trafficking is a problem because of factors including:
The first time human trafficking occurred was when Americans brought slaves from Africa and shipped them across the Atlantic to work for them on farms in America. There are other arguments on when else human trafficking could have started but overall this was the first time.

- Harder to become a legal immigrant in the places where victims are trying to go
- People do not know the dangers or much about human trafficking so they do not know how to help
- The high chances that the people involved in human trafficking will make a large profit
- The traffickers are well organized and know what they are doing
- The absence of the proper legislation to protect people from human trafficking and if there is proper legislation it is not enforced correctly
- The victims of trafficking are generally not cared for by society so nobody feels the need to help them
